This fall, Roseville residents are making choices about who will fill two open City Council seats. Here is a summary of who is on the ballot.
Roseville City Council
There are two seats open on the Roseville City Council, which is composed of four city councilmembers and the mayor. Councilmember Jason Etten, who was re-elected for a third term in 2020, is not running again. Councilmember Julie Strahan is running for a second term.
This is a nonpartisan election, which means candidates aren’t formally affiliated with a political party.

Matt Bauer
Matt Bauer is a software engineer and entrepreneur in the tech industry. Bauer currently serves as a Commissioner on the Roseville Planning Commission. On his website, he lists parks, strong neighborhoods, well-managed budgets, and public safety as his top priorities.

Joshua Kiley
Josh Kiley is the elections deputy director for Dakota County, previously working in elections administration for Ramsey County. On his website, he lists climate, economic development, city budget, public safety, inclusion and diversity, housing and working families, and city and school partnership as his top priorities.

Kevin Nicholson
Kevin Nicholson is the retired owner of Minnesota Low Vision, a medical supply and equipment store. The Roseville Reader was unable to locate a campaign website or social media presence.
Julie Strahan
Julie Strahan is running for a second term to Roseville city council after her election in 2020. She is a former K-12 music teacher and currently works in human resources for an environmental advocacy group. Strahan’s priorities listed on her website include protecting the environment, lowering speed limits, safety for walkers and bikers, improving disability accessibility in parks and trails, diversity and equity for BIPOC and marginalized groups, affordable housing, and term limits for city councilmembers and mayor, among many others.

The League of Women Voters - Roseville City Council Candidate Forum was held on September 26. Candidates Matt Bauer and Josh Kiley were present on the panel. Julie Strahan was absent, but submitted written opening and closing statements which were read aloud. Kevin Nicholson did not participate. The forum was held in person at Roseville City Hall and was open to the public. A recording is available to watch online here:
Early voting opened in Minnesota on September 20 and the last day to vote is Tuesday, November 5.
